둘째최근 6개년간의 기출문제를 충분히 담았습니다. 2018년도 상반기까지의 기출문제까지 반영하여 최근면접경향에 맞추고자 노력하였습니다아울러 실제 면접현장에서 들어온 질문들은 유형화하여 빈출질문으로 제시하였습니다연도에 관계없이 빈출되는 질문이 있는 반면그 해에 집중적으로 들어오는 시의성 있는 질문도 있습니다이러한 특징들을 충분히 고려하여 반영하였습니다.

 

셋째, 2015년부터 강화된 면접과 관련해서 공직가치 파트를 집중적으로 서술하였습니다관련 규정학회 논문보고서 등 정부 자료해외 자료 등 최대한 많은 자료를 검토하고 정리하였습니다공직관에 대한 예시답안을 첨부함으로써 어떻게 접근해야 할지 도움이 될 수 있도록 하였습니다.

 

넷째공무원 관련 규정 핵심체크를 통해 최종정리가 가능하도록 하였습니다일일이 관련 규정을 찾아보는 수고로움을 덜기 위해 필요한 규정을 정리하였고별표 및 추가내용을 통해 강약조절을 하였습니다특히 2016년부터 시행된 청탁금지법(이른바 김영란법)의 세부규정들과 그 의미에 대해 집중적으로 서술하였습니다면접을 며칠 앞두고 최종정리를 한다면 강력한 무기가 될 것입니다.

 

머리말


면접강의를 시작한지 올해로 11년째입니다. 10년이면 강산도 변한다는데 시간이 참 빨리 흐른다는 것을 실감합니다.


그동안 면접대상자분들을 참으로 많이 만났습니다. 필기합격의 기쁨을 누리는 것도 잠시, 면접준비를 하면서 힘겨워하는 모습을 곁에서 지켜보았습니다. 최종합격이 눈앞에 있을수록 마지막 과정은 더 고통스럽습니다. 저는 그 마지막 관문을 함께 하며 오랜 시간을 ‘면접’에 대해 고민해왔습니다.


면접의 본질, 그리고 면접준비과정의 본질에 대해 말씀드리고 싶습니다.


면접은 ‘면접관과 직접 마주하여 평가받는 시험’입니다. 기계에 의해 점수가 매겨지는 필기시험과 달리‘사람’이라는 매개체가 작용합니다. 면접이 ‘주관적’이라는 일부 비판이 있는 것도 이 면접의 본질과도 관련이 있습니다.


면접관이 응시자를 평가하면서 접할 수 있는 응시자의 요소는 다양합니다. 가장 기초가 되는 ‘말(발언)’이 있습니다. ‘말’을 뒷받침하는 ‘글(자기기술서 등)’이 있습니다. 그리고 말로도 글로도 표현이 되지 않는‘행동(표정, 시선이나 손짓 등)’이 있습니다. 면접장에서는 응시자의 ‘말’과 ‘글’과 ‘행동’이 복합적으로 작용합니다. 따라서 응시자분들은 이러한 요소들이 모두 평가된다고 늘 염두에 두어야 합니다.


‘말(발언)을 잘한다는 것’은 ‘청산유수’를 의미하는 것이 결코 아닙니다. 선배 공직자와의 첫 대면이라 생각하고 자신의 생각을 ‘진솔하고, 적극적이고, 겸손하게 말하는 것’이 공무원 면접에서 말을 잘하는 것입니다. 듣는 사람을 배려하여 핵심사항을 중심으로 두괄식으로 말할 수만 있다면 금상첨화일 것입니다.


‘글을 잘 쓴다는 것’은 ‘미사여구(美辭麗句)’를 의미하는 것이 아닙니다. 글을 읽는 사람을 고려하여 ‘내용을 쉽게 파악할 수 있도록 글을 쓰는 것’을 의미합니다. ‘핵심사항 위주로 알기 쉽게 정리하는 것’이 공무원 면접에서 글을 잘 쓰는 것입니다. 읽는 사람을 배려하여 글씨의 가독성을 높이는 수단을 모색한다면그 또한 도움이 될 것입니다.


‘행동이 바르다는 것’은 ‘예의가 바르다는 것’을 의미합니다. 공무원 면접에서의 ‘예의’는 일종의 소통입니다. 면접관들 질문에 경청하는 모습을 보이고 필요한 경우 자신의 의견을 적극적으로 표현해야 합니다. 예비 공직자로서의 품격을 잃지 않는 것도 행동이 바르다는 것입니다.


그렇다면 면접준비과정의 본질이 무엇인지 알아보겠습니다.


앞선 내용과 같이 ‘말’과 ‘글’, ‘행동’에 대한 평가가 면접의 본질이므로 이에 대해 적절한 시간을 투입하여 해당 요소에 대한 역량을 올리는 과정이 면접준비과정일 것입니다.


말(발언)의 개선을 위해서는 되도록 많은 발언연습을 해야 합니다. 스터디에서도 좋고, 가족 앞에서도좋고, 혼자라도 좋습니다. 글로 써보거나 머릿속에 답변을 그리는 것으로는 준비가 되지 않습니다. 마치객관식 시험을 대비하면서 주관식 형태로 글을 쓰는 것과 같습니다. 말을 하고 또 해야 합니다.


글의 개선을 위해서는 되도록 많이 쓰는 연습을 해야 합니다. 대학교 시험이 아니므로 글의 형식도 되도록 면접관에게 익숙한 방식으로 쓰는 것이 좋습니다. 이른 바 ‘개조식 작성’입니다. 처음에는 익숙하지않겠지만 체계만 갖추면 금방 익숙해집니다. 현직 공무원이 되면 늘 작성하게 될 작성형태라고 할 것입니다. 생각을 압축하여 정리하고 이를 글로 옮기는 연습은 반드시 필요합니다. 쓰고 또 써야 합니다.


행동을 개선하기 위해서 다른 사람들과의 평상시 대화에서부터 연습을 해보시면 좋겠습니다. 의식적으로 고개를 끄덕이고, 경청하는 연습을 하시기 바랍니다. 표정이나 시선, 손짓 등 행동으로 인해 오해를 받은경험이 있다면 면접장에서도 문제가 될 수 있습니다. 거울을 보면서 자기점검을 하는 것이 필요합니다.


본 교재는 이와 같은 면접준비과정의 본질에 맞춰 다음 사항을 중심으로 집중적으로 서술하였습니다. 또한 2017년의 교재와 다른 점도 안내드립니다.
